I HAVE a income tax Q?

for the past yr i have been recieving pension payments from my exhusbands retirement . i recieved a statement from the company it comes from,(form 1099-R) there is a amount under taxable income,but where it says (federal income tax withheld) there is nothing there,,do i have to file taxes??
