Where can i get heels in a size 3 1/2?

i have a really small foot like only up to a size 4 can fit me i have checked everywhere but they have no heels in my size. i tried to check in the kiddies section(embarring) i was desperate but they did not have heels in that section . any suggestions!!! plz its for my graduation and i need them soon thanx! an i dont wanna order them i wanna go to an an actual store to try them on btw i live in nyc so somewhere here plz and thank you!
